The standalone ESXi does not support LACP at all, so depending on what Dlink means with "static LACP" this could be a problem. (There could actually not really be "static" LACP since LACP by itself is a negotiating protocol. Dlink might mean static etherchannel / static port trunking, but use the wrong term.)
If using some link aggregation on the physical switch you must also do some specific configuration on the vSwitch. Could you take a screenshot of your virtual networking setup and paste here?
And also, if having only one host connecting to the iSCSI san, you will unfortunately gain no performance at all with having any Link Aggregation. You will get fault tolerance, but that could also be achieved by simpler NIC teaming policies on ESXi.
