   For creating automatic report schedules on a vCloud hierarchy. The ARS policy should be like:

       "Hierarchy Attribute" <vCloudEntityId> "Starts With" <VcloudOrgEntity>

   For creating automatic report schedules on a vCD in a vCloud hierarchy. The ARS policy should first filter vCloud hierarchy and then filter vDC on on entity level which looks like:

       "Attribute" <vCloudEntityId> "Starts With" <VcloudVdcEntity>
